Step-by-step procedure
1. Facts begin in repos or runtimes
Examples:
- a contract file changes in an owner repo
- a runtime health signal changes
- a deployment materialization differs from mainline truth
2. Fabric publishes the machine-readable view
Fabric owns the canonical event truth. The route families below expose readable catalogs and projections built from that truth:

3. Projections summarize what operators need
Operators rarely consume raw source files directly. Instead, projections and catalogs provide:

- readiness posture by subsystem
- explainable summaries for docs and dashboards
4. Decisions should follow verified state, not guesses
Readiness and drift routes help determine whether the next step is:
- observe only
- escalate
- recover
- approve a guarded action
5. Keep human review in the loop where risk rises
When a transition affects rollout, security, or residual risk, the safe model is verified readback plus explicit signoff.
